(Arerican Soda) filed an application for a Regular Operation <br />(112) Reclamation Permit (112 Permit Application) for the Yankee Gulch Sodium <br />Minerals Project (Yankee Gulch Project) with the Colorado Division of Minerals and <br />Geology (CDMG) on January 20, 1999. Following the Colorado Mined Land <br />Reclamation Board's (CMLRB) approval of the 112 Permit Applii ation, CDMG issued <br />Mining and Reclamation Permit (112 Permit) No. M-99-002 by letter dated July 16, 1999. <br />The purpose of this letter is to provide a Technical Revision to the ll2 Permit, as <br />required in the Rider to Mining Permit stipulations and conditions No. 2, 3, and 4. <br />Stipulation No. 3 of the 112 Permit requires American Soda to provide as a Technical <br />Revision to the 112 Permit "... a revised list of analytical parameters for MDLs." <br />Method Detection Limits (MDLs) were previously provided in Tables 2 and 3 of the <br />Groundwater and Surface Water Monitoring Plan (GWSWMP). A revised list of MDLs <br />is provided in Attachment 1 to this letter in the form of replacement Tables 2 and 3 <br />(WQl and WQ2, respectively) to the GWSWMP. This Technical Revision thereby <br />fulfills American Soda's responsibilities under Stipulation No. 3 of the 112 Permit. <br />Stipulation No. 2 of the 112 Permit requires American Soda to substitute the following <br />MDLs for the MDLs listed in Table 2 and Table 3 of the GWSWMP: cadmium 0.0003 <br />mg/1, copper 0.004 mg/1, silver 0.0002 mg/I, and chloride 5.0 mg/l. These revised <br />MDLs are reflected in replacement Tables 2 and 3, which, as indicated above, are <br />provided in Attachment 1 to this letter.
