C-012-81 and C-O13-81
Dear Mr. Deckler:
Following are Wyoming Fuel Company (WFC) responses to your letter of August L5,
1985 regarding culvert maintenance at the New Elk and Golden Eagle Mines.
Incidental Boundary Change
• The access point is 175 ft upstream from the New Elk crossing. Figure 1 has been
modified to reflect this change. The revised access for the Golden Eagle Mine is
shown on Figure 2. An existing road lies 40 ft west on the south side of the river.
The downstream boundary has been revised to the original permit boundary. WFC
owns the property at the access point.
li. Maintenance Operation
1. WFC will clean the culverts between September 1 through October 15 and
February 1 through March 15. The Division will be notified in the event WFC
requires emergency cleaning.
2. WFC will either use rubber-tired or track loading equipment to remove gravels
from the upstream portion of the culverts. The amount of time for
maintenance activities will be dependent on the amount of gravel deposited.
We estimate 1 to 2 days will be necessary to facilitate cleaning. The volume
of gravel will be dependent upon the amount of deposition.
3. Normally WFC will not stockpile the gravels removed from culvert
maintenance. They will be used for road base or ballast. [f necessary,
potential stockpile areas at the New Elk, if necessary, will be located just east
of the culverts being cleaned and to the north of the scrap yard outside of the
buffer zone to the river. Golden Eagle stockpiles will be located
approximately 100 yards south of the river on the east side of the haul road.
•
