Relocation of Bear Creek, Florence, Colorado <br />Dear Mr. Cooley: <br />Following up on our telephone conversation on January 31st, please find enclosed Holcim's Wetland Mitigation <br />Conceptual Plan, prepared by BBL late last month. This conceptual plan is consistent with what we discussed, and <br />outlines the plan to create replacement wetlands on the east and west sides of Hazdscrabble Creek where it enters the <br />Arkansas River, upstream of the Holcim cement plant. This document was sent to the Army's Diana Humphreys at <br />the Corps office in Pueblo on January 28, 2003. <br />Holcim understands your concerns, as summarized in your September 25, 2002 letter to Mr. Harry Posey of the <br />Division of Minerals and Geology. As we discussed, our understanding of the hydrogeology in the Bear Creek area <br />is that once the azea is quarried and reclaimed, the current discharge of groundwater that now sustains the base flow <br />in lower Beaz Creek will likely be greatly diminished or cease entirely. Accordingly, reestablishing the pre-mining <br />Bear Creek wetlands/habitat is technically impracticable. The enclosed mitigation plan outlines Holcim's response <br />to this fact. You have stated your concern that, even with the creation of replacement wetland acreage, there may <br />still be a net loss in potential riparian habitat for certain species of concern.
