In addition, the ore, once appropriate water quality
criCetia~ate met, may be used as road material and to stem drill holes as the OMLR has approved for
.: ~3
materral from Pads 3 and 4. Details on the material movement location(s) will be submitted when
detoxification is nearing completion.
E. Bkol~!ling of the Nortlt, East and South Cresson Mine is mentioned.
. x„ ,
Response The backfilling will occur in North Crosson, East Cresson and the southern portion of the Main
,,~.
Ctessori Mine.
riCr~?
1: "Please quant fy arsd provide an appropriate topographic map showing the actual configuration
°`of ihaso areas after bac>~J1. WJthout such information, the bivision cqn no7 calculate the
"appropriate warranty.
Response: Drawing F-1 shows the expected final topography of the backfill areas. Note that in response to
anoth'ei3`question inthis submittal CG&V has provided revised contour intervals and elevations for
I?cawtit~g F-1 in Attachment 5.
.;:.y.
Rinan~jal warranty calculations for grading, soil Dlacement, and revegetation of the backfill areas
depicted on Drawing F-1 aze provided in Appendix 11 of the Amendment No. 8 application. The
financial warranty ealcuiations updated to address detoxification and reclamation of the potential ore
off-loading area and surface mine backfill areas are provided in Attachment 6.
~,.•t~
CC~V~'daes not believe that reclamation costs beyond those for grading, soil placement, and
revegbtation are appropriate for the backfill areas. The mine areas become overburden storage areas
upon completion of mining and like any overburden storage area, the cost to move material to that area
is''tt'ii b~ierational cost, For ail overburden storage areas, the final design represents the "worse case" in
te'i•ms of reclamation costs. In the case of all overburden storage areas, including the mine backfill areas,
if the project were to end before the storage area was completed, the configuration achieved to that point
would lie appropriately graded and revegetated. In no case would additional mining or motorist
movement be undertaken simply to eruure that the overburden storage area canfigttration matches the
final d`e'sign. Cessation of mining prior to complete build out was the basis for includmg the
contingency liming costs to unsure a suitable root zone for plant growth in the financial warranty for
AcrtgridmenL No. 7 and this Amendment No 8. Since the financial warranty is based on reclaiming the
entiiti` area of the Main Cresson Mine, there would be no need to post additional warranty for
baclaf}litig•
` `~ .~~
Becatise the financial warranty is based on the maximum surface to be reclaimed, and, as such, is "worst
case,' it is more than adequate to cover a situation in which the backfilled area was smaller.
~.~reN
x: On Page S,C.J Operator states, "where present in adequate thicldress and area (greater than siz lncheS
iii de~ih over an area of at least one acre in size), soil suitable for assisting Tn revegetatton will be
ramavrd and stockpiled or direct hauled to reclamation sites. " Given t3+a limitod amount of growth
rriediu»j, all available topsoil has to be salvaged for reclamation even if temporarily stored in areas not
designpred as topsoil storage areas.
RaspoDae: The language in the above referenced discussion wes taken directly from the approved Amendment
No. 7 language (sue Amendment No. 7 pages 4-30 and 5-3b of the accompanying text in Volume n.
The depth of recovery is a function of the naturo of the soil, weathered 6edrack, and slope angle, as well
as the capabilities of the dozers and other mechanized soil salvage equipment.
