These other regulations prohibit the <br />disposal of such wastes as free liquids, hazardous wastes, PCBs, asbestos, used oil, and <br />"Universal Wastes" such as batteries and fluorescent light. In addition, internal policies <br />prohibit solid wastes such as tires, wood, and scrap metal from being disposed at the <br />landfill. Henderson also recycles cazdboazd, office paper and aluminum cans, which <br />minimizes the amount of these wastes that end up in the landfill as well. Groundwater <br />and soil sampling is required by DMG and Henderson is confident that the landfill <br />substantively meets all applicable solid waste disposal site requirements. As such, we <br />disagree with the County's claim regazding the landfill and do not believe that the county <br />has any data or information to support its claim. <br />Henderson agrees that the goal of the reclamation permit and financial warranty is to <br />assure that the_reclamation necessary to allow subsequent beneficial use of the mill site <br />will be completed. It is not our intent, in the amendment or elsewhere, to sacrifice post <br />mining reclamation in order to minimize the financial warranty. It is our goal to have a <br />reclamation plan that reflects today's science and a financial warranty that reflects actual <br />anticipated costs associated with reclamation. <br />I look forward to working with you, your staff, and the Commissioners on Henderson's <br />reclamation plan.
