RECLAMATION PLAN <br />Exhibit E <br />Reclamation Plan <br />Linkages to Reclamation Plan Maps in Exhibit F <br />Two reclamation plan maps are included in Exhibit F. These are both highly <br />relevant to the discussions included in this exhibit. <br />Exhibit F-1: Ph¢se 1 Final Topography -This map covers the same area included in <br />Exhibit C-4 which showed the details of the mining plan. This map shows the locations of <br />backfilling, the general locations of various revegetation treatments, and, most important, <br />the anticipated final topography. The topography within the reservoir basin assumes no <br />water is present. Of course, when water is present the bottom topography would not be <br />visible. <br />Exhibit F-2: Final Land Uses -This map shows the estimated distribution of the <br />various land uses to be applied through the reclamation process. It is important to <br />recognize that different uses will be applied to different parts of the reclaimed land. The <br />boundaries of these uses are based upon the topographic configuration shown in <br />Exhibit F-1. Therefore, any deviations in the actual final configuration may result in <br />some shifting of the land use boundaries. But, because the final topography is based on <br />fairly well defined backfill volumes, backfill and topographic deviations should be minor. <br />Reclamation Timing Issues <br />Ideally, at the end of the operation all the reclamation described in this plan <br />would be implemented. That ideal assumes the end of the operation will be at the end of <br />Phase 1. That is not a likely scenario. Therefore, reclamation timing issues are relevant <br />to this reclamation plan. <br />First, it is most likely that at least part if not all of Phase 2 will be operated after <br />Phase 1 is completed. If that occurs, any land that will continue to be used in Phase 2 <br />will not be reclaimed and will become part of the Phase 2 reclamation plan. This would <br />most likely include the plant site, most or all of the batch plant site north of the plant <br />site, and the discharge facility.
