i <br /> kN!ELSONENGINEERS <br /> 822 7TH STREET GREELEY, COLORADO 80631 (303)356-6362 <br /> November 15, 1992 <br /> Weld County Department of Planning <br /> Weld County Services Building <br /> Greeley, Colorado 80631 <br /> Re: Weld County, Colorado <br /> Use By Special Review Permit Application <br /> Dear Madam or Sir: <br /> The accompanying application is a request for a Use By Special <br /> Review (USR) permit for the extraction of gravel in the Northwest <br /> Quarter of Section 2, Township 2 North , and the Southwest Quarter <br /> of Section 35, Township 3 North, Range 68 West of the Sixth <br /> Principal Meridian, Weld County, Colorado. <br /> The site is located approximately one-half mile north of the Del <br /> Camino development and as the vicinity map indicates , it abuts <br /> the south side of St. Vrain Creek. Properties along St. Vrain <br /> Creek have a high commercial value for sand and gravel as seen by <br /> the number of gravel mines in the immediate area. <br /> As the Weld County Comprehensive Plan states, the present economy <br /> along the front range corridor is causing an increasing demand <br /> for sand and gravel extraction in Weld County. To be con- <br /> sistent with the Comprehensive Plan, extraction must follow a <br /> rehabilitation plan, which is presented in the application. The <br /> location is consistent with surrounding mines and is compatible <br /> with the Comprehensive Plan guidelines on mineable lands . <br /> The area was investigated for its potential use as farmland. Due <br /> to the relatively thin layer of overburden, much of the water <br /> used in irrigation permeates to the gravel situated below and <br /> recharges the alluvial aquifer. Table 5 of the USSCS "Soil <br /> Survey, Weld County, Southern Part" reveals yields of crops to be <br /> poor to marginal. <br /> The applicant proposes safeguards to prevent access to the site <br /> during nonworking hours with secure fencing and locked gates. <br /> As previously stated, the proposed use is compatible with the <br /> surrounding land uses which consist of sand and gravel mining to <br /> the east and north. The areas south and further east are farmed <br /> and have some oil and gas production. As the demand for more <br /> gravel for construction purposes increases, more of the land <br /> along St. Vrain Creek will become gravel mines . <br />
