The application cannot be approved until the remaining issues are adequately
addressed. Please submit a response to the remaining issues as soon as possible, but no later than April 16,
2004 so the decision due date set for 4:00 p.m. April 19, 2004 can be met. If you cannot respond by April 16,
2004 please submit a written request for extension of the decision date. If your response, or an extension
request, are not received by April 16, 2004 this application may be denied.
ADEQUACY ISSUES
In an attempt to more closely follow the approved reclamation plan and blend the road and bench
cuts into the surrounding terrain, please commit to pulling up the fill slopes and placing the material
against the cut face. This will only be required in areas where the crest and/or face of the fill does
not currently support significant, vegetative stabilization by desirable species (such as those upper
bench road berms shown in pictures 1 and 2 of your TR-04 adequacy response letter -Attachment
A. The resulting reduced slope grade in those areas that are pulled up should help in vegetation
establishment, especially if they are slightly benched or pocked to retain moisture concentration
pockets.
If a cattle trail is to be left for the local rancher, whom you verbally indicated uses those roads to
move his cattle up to the high country, a narrow bench trail (3-4 feet wide) could be left between the
pulled up fill slope and the wedge of material deposited against the cut face. Of course, the roads
below the research portal will have to remain until DMG approves the final closure of this portal.
2. Response adequate.
3. Response adequate.
4.
