Exhibit B Site Description <br />This 9.8 acre site is located at an elevation of 9300' at the top of the Phantom Canyon <br />Road near the common boundary line of Fremont and Teller Counties. This pit serves <br />Teller County for road maintenance of Teller County Road #86 for several miles north to <br />V ictor and Cripple Creek and is the only source of road materials for more than sixteen <br />miles of gravel road south to Highway 67. The Phantom Canyon Road is a historic Gold <br />Belt Tour roadway following a former railroad grade through the steep granite canyon of <br />Eightmile Creek. <br />This amendment proposal is to change the affected land boundaries to facilitate the <br />solution to a long standing safety issue. Fremont County Road Department personnel <br />haul materials to the south on Phantom Canyon Road. A southern entrance to the pit <br />would greatly improve the visibility for truck drivers and the public. <br />The cun•ent aerial extent of disturbance at the site is app. 2.5 acres of active mining <br />ground located in the northern portion of the affected land. The app. 3 acre area on the <br />eastern side of the property proposed for removal from the current affected land has not <br />been disturbed. The app. 3 acre azea proposed for inclusion lies south of the current <br />south boundary between the pit and the Phantom Canyon Road. <br />The development of road access and a mining face at the southern end of the affected <br />land will improve safety conditions at the site. <br />
