Exhibit C Mining Plan <br />Mine plan changes in regards to this amendment aze limited to the simultaneous <br />development of gravel extraction faces from the currently disturbed northern 2 acres of <br />the mine site along with the development of extraction operations at newly defined <br />southern portions of the mining azea. Mining techniques will remain the same. Topsofl <br />will be stripped from the surface with bulldozers and stockpiled on site for later use. <br />While no topsoil was available for salvage from the northern portion of the mining azea, <br />up to one foot of topsoil will be available for reclamation use from the southern portions <br />of the site. The proposed location for the topsoil stockpile is shown on the Mine Plan <br />map Exhibit E. The underlying weathered granite material will be bulldozed to a feed <br />pile for front end loader feed to a contractor's mobile crushing and screening plant. <br />Bulldozer removal of the grusified granite material will be limited to the hazdness of the <br />bedrock at depth, but the expectation is to rip to between 30 and 40 feet from the original <br />surface elevation No drilling and blasting is anticipated for mining at this location. <br />Final grades will mimic the original land form, with slopes from 2.5 a to 3.5:1. Steeper <br />grades, to 1.5:1, may remain in small zones of resistant bedrock azeas. Run-off from the <br />southern development azea will be directed to an interim sediment pond located along the <br />eastern border of the affected land azea app. 300 feet north of the southern access point. <br />This interim sediment pond will collect, decant, and direct surface water flows to a <br />permanent sediment pond to be located at the extreme southeastern comer of the affected <br />land for sediment collection prior to release of surface water from the mine site to the <br />existing drainage ditch along the east side of Teller County Road #86. While the interim <br />sediment pond will be removed after mining operations have ceased, it is planned to <br />leave the lower sediment pond in place at the end of mining operations to insure that <br />surface run-off from the disturbed land does not carry sediment or high velocity surface <br />flows from the mining site to county road drainage systems. The currently operated <br />northern portion of the mine site will continue to operate as such, with most of the gravel <br />production trucked north to maintain Teller County Road #86. The northern entrance to <br />County Road #861ocated at the northwest wrner of the affected land will remain. The <br />southern entrance and operations will be geazed for haulage south to maintain the <br />Phantom Canyon roadway south on into Fremont County for road maintenance activities <br />on as much as sixteen miles of the Phantom Canyon Road south from the pit location. <br />
