Assumptions). Backfill and grading costs associated with the landfill disposal
site are based on DMG cost calculations in DMG Task 18b for the landfill site
(4840 LClr7. This cost is calculated at an additional $2062. The additional
revegetation cost for the landfill site per DMG Task 18c is $1962.
3.3 Structures to Remain
The DMG FW cost calculations include demolition costs for three structures, five
culverts, and two bridges that Henderson believes should remain. These
structures and areas are:
• Area 6 (06a) -East Branch Reservoir Pumphouse
• Area 15 (15a) -Makeup Water line/Pumphouse (Williams Fork)
• Area 20 (20a) - Seepwater Canal/Pumphouse (Ute Park )
• Area 3 (03a, 03i} -Portal Area Culverts and Bridge
• Area 4 (04a, 04h) -Surface Railroad Culverts and Bridge
As stated in the original Permit (page 9-13), reservoirs will remain as "permanent
bodies of water. Henderson defines this post-mining land use as Developed
Water Resources (WR) by definition of the Rules presently in effect. As such, the
East Branch Reservoir pumpstation and the Williams Fork pumpstation must
remain operational to utilize Henderson's water and water rights as necessary.
Likewise, the Ute Park pumpstation should remain for use in the water treatment
system to be constructed below the tailing impoundment.
The culverts and the bridge noted above present apost-mining, multiple-use
issue. At various times in the past, the U.S. Forest Service (USES) and Xcel
Energy have expressed interest in assuring access to public and private lands
east of the mill site. Maintenance of the culverts and bridges have been a
component of these discussions. Therefore, Henderson wishes to retain the five
culverts and the two bridges intact following termination of operations in order to
provide continuing access to public lands, right-of-ways, private lands, and
Henderson properties east of the mill.
Henderson requests that these structures, culverts and bridges remain intact.
3.3.1 FW Cost Reduction -Remaining Structures
Approval of Henderson's request to keep the three pumpstations, culverts and
1
7
