storage yard and surrounding area. This location takes advantage of the steep cut
bank for disposal and cover, allowing debris disposal while bringing the cut slope
back to more natural grade and appearance.
The coal yard site is approximately 600 feet by 550 feet or 7.5 acres. The vertical
component of this site is approximately 50 feet. Preliminary assessments by
Henderson mill personnel indicate that this disposal location is large enough to
accept all suitable debris from the mill and portal areas. Aside from the
advantage of using this site to fill a cut slope highwall, use of the coal yard area
allows for downhill dozing of cover material.
The second disposal site on the mill side is the present onsite landfill at the
tailings impoundment. This landfill is located just southwest of the tailing pond
shop building. Presently, the landfill is approximately 150 feet by 50 feet or 0.17
acres. In its current configuration, there is about 20 feet vertical available for non-
hazardous solid debris. However, this site has significant potential for expansion
if additional space is needed. Obviously, the principal advantage of this location is
that it is an existing solid waste landfill that will require cover and reclamation on
termination of operations.
3.2.2 Materials Testing and Burial
Only non-hazardous solid demolition materials will be disposed on Henderson
property. A materials testing regimen similar to that approved by DMG and the
Colorado Department of Public Health and Environment (CDPHE) and used at the
CMC Climax Mine (Climax) prior to on-site disposal of demolition materials wilt be
incorporated at Henderson. Materials testing will include certification that the
demolition materials are free of friable asbestos and PCBs. Composite samples
of each batch of materials for disposal will be tested for lead (lead-based paints)
and other RCRA metals using standard TCLP or sulfuric acid leaching
methodologies. Batches testing positive will be decontaminated prior to burial.
However, experience at Climax has shown that such construction materials
consistently and easily pass leach testing and are non-hazardous.
Burial sites at the mill side are located to protect surtace and ground water. The
sides and bottom of the repositories will be constructed of relatively impermeable
materials. Any free-draining aggregates will be protected from clogging from
infiltration of fine-grained materials using a geotextile wrap or some other suitable
technology.
5
