The water balance identifies the three (3) sources of water to be <br />obtained from: (1) offsite, (2) recycled tailings slurry, and (3) pit <br />dewatering. The offsite supply is dependent upon a water court decision <br />on change of use yet to be finalized. Aplan-for-augmentation is also <br />a part of this ruling. A second court case is pending to adJudicate <br />nontributary water. At this time, please discuss the following for <br />clarification purposes: <br />a. As the tailings disposal area is to be lined and designed to <br />recycle incident precipitation from a 205 acre area, is this <br />amount of water considered in the plan-for-augmentation or <br />temporary substitute supply plan? <br />b. How is the amount of moisture retained in the tailings <br />considered from a water rights perspective? <br />Exhibit L, Reclamation Costs <br />48. Based upon Exhibit D and Figures C-11 and C-13, it would appear that a <br />point of maximum disturbance within the tailings disposal facility is <br />reached near the end of the life of the facility. At that point in time, <br />the configuration of the tails is such that a slope toward the center of <br />the facility has been created. Please include an estimated cost to grade <br />the entire facility to achieve a 1.5~ grade toward a central, armored <br />ditch. which would convey water off the facility surface to the spillway. <br />49. Clearly describe how topsoil will be transported and placed on the graded <br />tailings and slopes of the embankments. For purposes of the cost <br />estimate, we will assume that the topsoil will be placed by machinery. <br />50. In order to graded the facility, it would be necessary to allow tailings <br />to dry so that equipment could work efficiently. Please include the <br />cost of dust control during the grading of the facility. Please provide <br />an approximate square footage of the mill facility for purposes of <br />estimating its removal cost. <br />51. Please include the costs of continued monitoring of the wells, <br />piezometers and leak detection system (including water levels, obtaining, <br />preparing and analyzing samples) for a period of at least five years <br />after site reclamation is complete. Please include the cost to remove <br />the 48 inch culvert from the south embankment. <br />52.
