EXIIIBIT E <br />RECLAMATION PLAN <br />The general plan is to leave a series of Lakes interconnected by landmasses for roadways, <br />open azeas, camping azeas, and azeas for camping, hiking, and fishing. Presently there <br />are eleven lakes including the azea being mined and there aze two additional proposed <br />lakes. The anticipated size of each lake is shown in Exhibit C and F. The reclamation <br />time schedule will correlate directly with the mining time schedule contained in Exhibit <br />D. The final reclamation of each pit area will be completed as the mining operation <br />moves to the next pit. LZ addition reseeding will be done in twelve-month intervals for <br />dust control. Therefore, any areas that need seeding and aze not involved in the mining <br />operation will be reclaimed in approximate 12-month intervals. This means <br />approximately 4 acres will be reclaimed each year. Fust the 4 to 6 feet from finished <br />grade to the expected water line will be sloped at a ratio of 3:1 to 10 feet below the water <br />line and remaining slope to the bottom of the pit will have a maximum slope of 2:1. (See <br />the pit bank cross sections on Exhibits C and F.) The anticipated depth of pit No. 8&9 is <br />12 to 16 feet. The topsoil will then be replaced at a minimum of 6 inches by scraper <br />spreading and the area will be leveled with a motor grader prior to plowing, harrowing, <br />and reseeding. <br />Mining cells 4 and 5 have been combined into one lazger Storage Pond #1 and sealed in <br />accordance with the Earth Engineering Consultants, Inc. lining procedure. After the <br />storage ponds are lined and backfilled with the uncompacted shalestone, topsoil will be <br />spread approximately 6" deep over the shalestone down to the water line of the storage <br />ponds, and seeded with grass seed as specified. Cell azeas 6 and 7 will also be combined <br />and lined into a second Storage Pond #2 and reclaimed as above. <br />Storage Pond #1 has been sealed, lined and reclaimed. Storage Pond #2 is about 90% <br />excavated and lining has been completed for approximately 60% of the azea. Lining and <br />reclamation aze accomplished yearly after each portion of the mining is complete. <br />As mining progress in cell 9, excess overburden from cell 9 will be backfilled into the <br />excavated area. Also excess overburden from the mining of cell 8 will be backfilled into <br />cell 9 so cell 9 will be backfilled to the maximum amount possible to minimise any <br />exposed ground water. Cell number 8 will be reclaimed into a lake. <br />The settling ponds on the South Side of the river are gradually filling with wash fines and <br />aze partially reclaimed. As the ponds fill completely with fines from the gravel wash <br />plant they will be reclaimed by seeding grass as originally specified. A future possible <br />silt pond azea is identified on the plan. <br />Waste concrete that has cured for at least six weeks, non-marketable fine material, and <br />inert fill from off-site aze being backfilled into the waste concrete and inert fill azea. The <br />inert fill could include concrete fragments, rock, and soil and is inspected for suitability <br />before acceptance to the site.
