OVERVIEW OF AMENDMENT
Loveland Ready Mix Concrete, Inc. is applying for an amendment to our mining permit
#M-1974-069 in order to implement an augmentation plan. The revised mining and
reclamation plan will incorporate the lining of two ponds, which will be used for yeaz-
azound storage and return for augmentation water. The two lined storage ponds will not
expose groundwater surface that would require augmentation to replace evaporative loss.
In general, the mining plan remains essentially the same. The same area we originally
planned to mine will still be mined. The difference is that mining cells 4 and 5 will be
combined into one cell and mining cells 6 and 7 will be combined into another cell. The
reclamation of these two combined mining cells will be lined with an impervious liner in
accordance with the design by Earth Engineering Consultants. The result will be the
construction of two water storage ponds in the area immediately west of Namaqua Road
(CR 19E). Storage Pond #1 will be constructed from mining cells 4 and 5 and Storage
Pond #2 will be constructed from mining cells 6 and 7.
We have filed an augmentation plan with the water court. This plan outlines storing
water in the newly constructed storage pond and releasing it back to the river each month
as required to meet the augmentation depletion demand. The water supply for the plan
will be a new storage decree for 550 acre-feet and a change of use decree for 120 inches
of Barnes Ditch water that Loveland Ready Mix owns. This stored replacement water
will provide augmentation water for the Larimer Pits and for other existing and future
mining operations.
The revised reclamation plan also includes backfilling some of the existing pond areas to
reduce the exposed groundwater surface area requiring augmentation. We plan to mine
cell 9 before cell 8 and partially backfill it with excess overburden and inert fill materials.
)n general, the overall mining and reclamation plan will follow the original plan with the
exceptions noted above. Details of the proposed amendment aze included in the
following exhibits.
The current status of the site has cells 4 & 5 lined and reclaimed forming Storage Pond
#1. Cells 6 & 7 are 90 to 95 percent mined and the lining is 60 to 70 percent complete
and some reclamation has been completed. No activity has occurred on mining cells 8
and 9.
Our proposed amended mining, reclamation, and augmentation plans together with
supporting documents are described in the fogowing plans and narrative and constitute
the requested amendment.
