MINING PLAN <br />Overburden Removal and Stockpiling: <br />REQUIREMENT: Overburden removal and stockpiling will occur according to <br />the same principles that apply to topsoil removal and replacement. Overburden stockpiling will be <br />separate from topsoil unless it is determined in the pre-mining assessment of that mining site that <br />mixing of topsoil and overburden would not appreciably damage the final growth medium. All <br />overburden stockpiles will be placed such that erosion of the stockpile does not discharge sediment <br />into nearby drainages. <br />Discussion: The blending of topsoil and overburden is rarely appropriate, but there <br />are indications that some soils on this site, particulazly soils on the crest of hills and ridges, are <br />insufficiently developed to warrant separating the overburden from the soils. This is very raze or even <br />non-existent on drainageway sideslopes or in lowland areas, except on steep south facing slopes <br />where it is possible as a result of high natural erosion rates and slow soil development rates. <br />Silt fencing or ditching along the down hill edge of the stockpile can be used to help control <br />sediment discharge. <br />REQUIREMENT: Protective seeding of overburden stockpiles will be done if <br />the overburden is considered suitable for supporting such vegetation. <br />Discussion: Most overburden is far too infertile to support any growth other than a <br />minor amount of weedy annual species. Therefore, primarily grading will be used to reduce the <br />steepness of sideslopes. <br />Extraction: <br />Once the soil and overburden has been removed, extraction of the sand can occur. <br />During the extraction of the sand, the only restrictions are: <br />1. Drainage outlets from the mining area that would directly lead to a nearby natural <br />drainageway will not be created without suitable protection to capture sediment. <br />Appropriate protection for excessive sediment discharge can include the use of hay <br />bales, silt fences, or other suitable measures. A series of small sediment basins can also <br />be used, provided they are large enough to contain the discharge. In most cases such <br />outlets will be avoided or a silt filter approach will be used.
