MINING PLAN
meet both reporting requirements and to maintain consistency within the required
elevation deviation requirements stated in the lease. A description of how this is done
is provided in Exhibit E-2 in this amendment.
4. In the event the initial estimated mining area that was prepared and mined must be
expanded due to additional sand being available in adjacent areas, this process will be
repeated for the additional area.
Topsail Removal and Stockpiling:
REQUIREMENT: Topsoil removal will occur to the depth indicated in the
pre-mining assessment described above. In the event pockets of soil are encountered that are thinner
or thicker than the indicated depth, adjustments in the salvage depth will be made. Topsoil stockpiling
will occur at appropriate locations on land adjacent to the anticipated mining area.
REQUIREMENT: Topsoil stockpiling will occur on land adjacent to the
anticipated mining area. These stockpiles will be located where erosion off of the piles will not result
in excessive sedimentation into adjacent drainageways. The stockpiles should be located where a need
to relocate the stockpile is minimized and where replacement of the soil on backfilled land is
comparatively easy. All overburden stockpiles will be placed such that erosion of the stockpile does
not discharge sediment into nearby drainages.
Discussion: Topsoil stockpile placement may not always be able to meet these
requirements strictly simply because the lay of the land or indefinite sand deposit characteristics
prevent this from occurring. However, preventing excessive sediment discharge into drainageways
will always be observed, even if that means locating a stockpile further from the mining area than
would ideally be desirable. Rounded mound stockpiles tend to be the easiest to manage and look
better, although they can be difficult to produce.
REQUIREMENT: Topsoil stockpiles will be sloped and prepared for protective
seeding. The side slopes will not be steeper than 2:1.
Exception - If the stockpiled soil is expected to be replaced prior to such additional
steps to protect the stockpile would be effective, protective measures are not necessary.
