999
BATTLE MOUNTAIN RESOURCES, INC.
f~~
~rnE N10UNWN
cao cocwANv
August 19, 1993
r~ ~ \ .
Mr. Larry Oehler,
Colorado Division
1313 Sherman St.,
Denver, CO 80203
Reclamation Specialist
of Mines & Geology
Room 215
AUG .' ~ 1993
J719S~Jf, i. i~
Dear Mr. Oehler:
Pursuant to our telephone conversation on 08/19/93, BMRI is
providing to you our proposal to initiate limited foundation
construction in lieu of final details regarding the embankment
raise. As we have identified to you, timing is becoming
increasingly a concern.
In short, BMRI has proposed and the Division has agreeni to allow
the placement of the first 10 vertical feet of foundation material
for the embankment raise. This material will be placed from an
approximate elevation of 8570 feet and not exceed 8580 feet (amsl).
All placement will follow originally identified procedures and be
under the inspection of a third party registered professional
engineer (Mr. Dave Hallman (PE), SRK Engineering). No additional
material will be placed until remaining issues identified in the
August 6, 1993 letter from CDMG and BMRI have been fully resolved.
It is the understanding of both the Division and BMRI that this
initial foundation placement is to facilitate added sampling
efforts for geochemical concerns raised by the CDMG in the August
13, 1993 letter from CDMG to BMRI regarding abatement item 8 of the
April 1992 Notice Of Violation, the minimizing of potential delays
in critical construction timing due to correspondence issues, and
enabling the observation of the tailings consolidation during
initial placement. Further, it is understood that the
consolidation monitoring will conform to the recommendations
presented by the Division in its August 6, 1993 letter tc BMRI with
the addition of two consolidation monitor stations to be placed
(offset) axially towards the existing upstream face and below the
maximum crest.
A SUBSIDIARY OF BA7T1 F hIOUMAIN LULD COM1fYdNY
P.O.
