Erica Crosby <br />Source Removal Plan <br />Page 2 of 2 <br />December 1, 2004 <br />Once the pond is reduced to its smallest practical size the water quality of the water remaining <br />in the pit will be analyzed and compared to the applicable standards as proposed in the <br />November 1, 2004 Technical Revision application. If the water quality meets the standards for 3 <br />consecutive sampling events the source will be deemed to have been removed. If the water <br />quality does not meet the standards for 3 consecutive sampling events then the water treatment <br />plan described in the attachment to this letter will be implemented. <br />Water Treatment Plan <br />Water treatment plans are attached to this Technical Revision. The treatment plans vary based <br />on the volume of water that must be treated when any of the described treatment triggers occur. <br />Cemex is not proposing any water treatment prior to December 1, 2005 because that is the time <br />by which the pond is estimated to be reduced to its smallest practical size. There is one <br />exception to this and that is if there are 3 consecutive exceedances in water quality standards <br />for the parameters of concern detected in either the monitoring or compliance wells. If this <br />happens, water treatment will begin within 90 days of Cemex becoming aware of the <br />exceedances. <br />After December 1, 2005, any remaining water in C-pit will be treated if there are 3 consecutive <br />exceedances of any of the applicable standards proposed in the November 1, 2004 Technical <br />Revision. Water treatment will begin within 90 days of Cemex becoming aware of the <br />exceedances. Water treatment will not be required for ephemeral water accumulations. <br />Ephemeral water is water that temporarily accumulates in C-Pit or in depressions on the CKD <br />for a period of less than 180 days.
