Additional reasons for this objection to and petition for a heazing before the Colorado Land <br />Reclamation Boazd aze as follows: <br />1. Custer County is one of the fasted growing counties in Colorado. This gravel pit expansion <br />is being proposed in close proximity to the population center (Westcliffe) of this County. <br />Expansion of the pit is inappropriate in this location because it compromises the economic, <br />recreational, conservation and residential interests of many people living neazby. It also <br />adversely affects regional air quality in an azea of high scenic value and wildlife resources, <br />Mr. Seifert has gravel operations in other less populated and valued areas of the valley that <br />aze more suited to expansion; he should consider growing his business there. In any event, <br />mitigation measures to offset impacts of the gravel operation must be considered. <br />2. The application submitted by Seifert Construction does not adequately address the <br />following broad concerns: <br />a. The application does not meet the Reclamation,Performance Standazds (Rule 3 j <br />designed to assure protection of specified resources and activities, including those <br />for water and ground water supply and quality (including monitoring), post-mining <br />uses, wildlife, topsoil storage and reclamation, revegetation, and weed control. <br />b. The application `Exhibits" do not satisfy the "Exhibit Requirements specific to 112 <br />Reclamation Operation" (Rule 6.4); and in some cases the information in the <br />application is incorrect. This is the case with descriptions/discussions of water <br />resources (including disturbance to the hydrologic balance), wildlife resources, <br />vegetation and soils matters, and key climatological factors affecting resource <br />development and related impacts in this area, compliance with water laws and, the <br />Reclamation Plan (6.3.4 Exhibit D) <br />In summary, we would like to opportunity to further investigate this matter and provide, for your <br />consideration, a detailed technical evaluation to support our objections.
