The Contractor is responsible for preparing a sequencing plan for all fill placement for accept- <br />ance by the Engineer. No contiguous vertical joints between fill sections are allowed. The <br />minimum horizontal stagger length between joints is 100 feet. The parameters for allowing <br />joints and staggered fill sections in the embankment are slopes no more than 4:1 for con- <br />necting fills and no difference in height of 5 feet between fill sections are allowed. All <br />joints between fill sections shall be connected together with clean fresh material. An existing <br />fill section shall be cut down to fresh material, scarified and moistened to allow a tight <br />interface with new fill. <br />2. The topsoil on the entire site shall be stripped and stockpiled for later use. No material shall <br />be placed in any portion of the embankment until the foundation for each section has been <br />dewatered stripped, scarified and compacted, and has been approved by the contracting <br />authority. Refer to Fulton Lakes Pit Design Report for foundation requirements. <br />3. Clay fill material in interior dike shall have a minimum percent of clay fines passing the <br />United States Standard No. 200 sieve of no less than 50% by dry weight and shall have a <br />plasticity index of 10 percent or greater for the portion a` material passing a United States <br />Standard No. 40 sieve. Cobbles and rock fragments having maximurn dimensions of more <br />than 6 inches shall not be placed in clay earthfill. Please refer to Fulton Lakes Pit Design <br />Report "Embankment Specifiations and Testing Requirements" for details. <br />4. Random fill material shall consist of a reasonably well - graded pervious mixture of fines, sand, <br />gravel, and cobbles. No cobbles and boulders larger than 6 inches in maximum dimensions <br />may be embedded in the fill and must be removed from the fill prior to placement. <br />5. All reservoir liner fill shall be compacted to a minimum of 95% ASTM- D698 -78 Standard <br />Proctor Density at 1% below to 2% above optimum moisture content. Materials not meeting <br />the specified moisture content will be scarified and recompacted until material meets specifi- <br />cations. No frozen material is allowed to be used as fill. <br />6. Each lift of fill will be put in at a maximum of 9 inch loose lifts. Each lift of fill shall be <br />scarified to allow proper bonding between lifts. <br />7. All Zone 1 material in interior dike embankment shall consist of processed clay shale from the <br />reservoir bottom that is broken down into a uniform plastic clay. Air slaking and prewetting <br />of the clay shale material is recommended prior to placing into the embankment. All Zone 1 <br />material shall be compacted to 95% of ASTM D- 698 -78 Standard Proctor Density at 17. below <br />to 2% above optimum moisture. Any non - uniform lifts or lifts improperly tied to preceding <br />lifts will be removed, reprocessed and recompacted to specifications. <br />8. All <br />Zone 2 material in <br />the interior dike <br />embankment shall consist <br />of overburden materials <br />similar <br />to those used in <br />the liner embankment. <br />All Zone 2 material <br />shall be compacted to <br />95% <br />of ASTM D- 698 -78 <br />Standard Proctor <br />Density <br />at 1% below to 2% above optimum moisture. <br />Any <br />non - uniform lifts or <br />lifts improperly <br />tied to <br />preceding lifts will be <br />removed, reprtocessed <br />and <br />recompacted to specifications. <br />0 <br />9. The <br />vertical lift difference between Zone 1 <br />and 2 <br />materials small be no <br />more than 2 feet dur- <br />ing <br />construction. Please <br />refer to the Fulton Lakes <br />Pit Design Report for <br />placement specifications. <br />10. All bedrock shall be covered between shifts, or every 12 hours, with a minimum of two lifts. <br />11. A mimimum of one test per every 1000 cubic yards of material compacted in place or a <br />minimum of 3 tests per lift, whichever is more. <br />12. The owner will provide quality control testing during the project. The contractor will be <br />responsible for notifying the quality control engineer forty eight (48) hours in advance of <br />required testing. <br />13. The owner will not be liable for any delays caused by the Contractor not providing adequate <br />notice to the quality control engineer. <br />14. An 815 or equivalent sheepsfoot roller shall be used for compacting efforts. A gang -disk <br />or equivalent equipment shall be used for scarification between embankment lifts. Compactive <br />effort is only one part of the standards for embankment construction. Process is important <br />to achieve interlocked lifts with no stratified layers of dry and wet material. <br />15. Horizontal and vertical control by Epp & Associates, Inc. Project benchmark located ats noted <br />on grading plan. <br />16.
