Hotnam Inc. should commit to grading all slopes (other than stable highwalls) to a <br /> grade no steeper than 2H to 1 V. <br /> 2. Holnam Inc. should also commit to marking on their maps any highwall areas which <br /> will remain after reclamation which are steeper than 2H-1 V. Also the operator <br /> should commit to building ramps of less than 2H-1 V at 1/4 mile intervals across any <br /> highwall areas steeper than 2H-1 V to provide access across the highwalls for <br /> livestock and wildlife. <br /> 3. The approved mine plan, page 3, Exhibit E - Reclamation Plan states that "where <br /> ample overburden is available highwalls will be eliminated." Holnam should provide <br /> the Division with a map showing where the highwalls will be eliminated and where <br /> they will not. Where the highwalls will not be eliminated a plan must be provided <br /> describing what slopes they will be reclaimed to, the methods to be used and the <br /> volumes of material required.
