Timing of Return Flows <br />The return flow obligations from the Box Elder shares will be maintained by the recharge plan. The , <br />full headgate delivery for these 5.0 shares will be diverted into the recharge pit each irrigation <br />season.. <br />Approximately 300.7 acre-feet represents .the historic consumptive use portion of the volume ' <br />recharged at the recharge pit during the irrigation season (Column "D" Table No. 3). These shares <br />will have approximately 44.8 acre-feet of winter retain flows that must be maintained in their- <br />historic pattern starting in October 2003 (Column "F" Table No. 3)..The return flows from.. <br />November 2002 through Apri12003 are from the 1.0 shaze included in the previous renewal of this <br />plan (TableNo. 3). <br />City of Greeley Lease <br />Due to the lagged timing of replacements reaching the Poudre River, the recharge program only <br />makes complete replacements starting in June through December during 2003. A lease of 32.2 <br />acre-feet of fully consumable water from the City of City of Greeley will make replacements <br />from November 2002 through March 2003 (Table No. 3). A copy of the lease is included in <br />Appendix C. The point of replacement will be the Greeley WWTP. <br />City of Fort Collins Lease <br />Again,-due to the lagged timing of replacements reaching the Poudre River, the rechazge program <br />only makes complete replacements starting in June 2003. A lease of 22 acre-feet of fully " <br />consumable water from the City of Fort Collins will make replacements from March through <br />May 2003 (Table No. 3) A copy of the lease is included in Appendix C. The point of replacement <br />will be Fossil Creek Reservoir; which can deliver water directly to the Poudre River - <br />approximately one mile upstream of ttie Three Bells and Kyger Properties. The total amount'of <br />replacement water required includes 0.5 acre-foot of transit losses calculated at 0.25%-per stream <br />mile (Table No. 3). <br />This combination of recharge of 5.0 Box Elder Ditch shares and leases from the City of Fort <br />Collins and the City of Greeley will.provide adequate replacements for the depletions at the <br />Three Bells and Kyger-Properties during 2003 (Table No. 3). Water Commissioner George Varra <br />will be shown the recharge pit and provided records of the deliveries into the pit. He has <br />approved this combination of replacement sources. <br />It is requested that this plan be approved through December 31, 2004. New leases from the City <br />of Fort Collins and'the City of Greeley will be forwarded to the SEO for the 2004 depletions that <br />aze not replaced by the rechazge program (Table No. 3). <br />SURROUNDING WATER RIGHTS <br />The Three Bells Pit was issued Well Permit No. 054295-F on August 8, 2000. The consumptive <br />use for the site has not changed. A new well permit and a 600-foot spacing inspection will not be <br />Page 4 <br />
