Equipment used to move materials at the site is maintained in best possible working
condition. MufFlers are constantly maintained to limit the amount of noise from the
equipment. In addition to the surrounding area, we operate under very strict regulations
that ensure our employees are not over exposed to noise and dust that may be at harmful
levels. This must be monitored and maintained on a daily basis.
D. Size and Duration of Operation: Although it may appear that this will be a fairly large
operation, you need to be aware of how the mining will proceed. The current permit at this
site allows for 40 acres of mining disturbance at any time. We are expanding this site to
295 permitted acres, however, this does not allow to disturb 295 acres all at one time.
Under the current proposal, we would only be allowed to disturb 50 acres at any given time.
An increase of 10 acres. One reason for the additional 10 acre request is that previously, if
an area was seeded for grass, it no longer counted towards the disturbed acres. Now all the
acres count until the area is released by the state.- We will be conducting reclamation work
as soon as an area is no longer needed for the mining operation. This land will not be left
barren for several years at a time, it will continually be worked on to re-establish vegetation
and stability of the soil. The life of this operation is very difficult to predict. This is very
dependent on the needs of the construction industry in the surrounding area. For this
reason we have asked that this permit be issued for the life of the mine. We expect this
site to supply materials for many years into the future, however, if it were removed at 4,000
tons per day this site would only last about ten years at best.
Traffic Safety-Line of Travel: As stated in our applications, the best route for our traffic is
to travel North on Soapweed Road to Highway 24. This is not to say that there will never
be trucks going South on Soapweed road. We will work to use Highway 24 as much as
possible, however, the County must have the ability to maintain other roads in the
surrounding area. We have met with EI Paso County DOT to discuss the traffic loads on
Soapweed Road and will continue to work with them to ensure proper maintenance in this
area. We understand that there is concern for the safety of everyone using this area. We
have operated facilities for several years in heavily populated areas. We continue to
maintain a very good history with the Department of Transportation in both the local and
state levels. We stay very aware of school bus arrival times. Our drivers are alerted to this
on a regular basis and often have adjusted our trucking schedules to accommodate these
activities. Finally, I can assure you that we have a zero tolerance policy when it comes to
our drivers or those hauling for us in breaking traffic laws in any area. We expect our
employees and our sub-contractors to show the utmost respect to our neighbors at any of
our facilities.
Petroleum Spills and Contaminants: As mentioned earlier there will be several permits in
place to deal with these issues. In addition, we have sent several employees to school to
properly handle any occurrences. We are permitted through the State of Colorado to
dispose of contaminated materials that result from these spills or any other spill in EI Pasc
County.
G. Re-Zoning: This property is not being permanently rezoned. This is simply a special use
within the current zoning district. Upon completion, the entire property will be reclaimed to
agricultural use.
