Gtay, Pit # 1, Special Use Permit (SU - Ol - 0159)i <br />Montrose County, Colorado <br />Dear Planning Commission Hoard Members <br />Mr. Gray is submitting dtis ,Llontrose County Special U se :9pphcation and attachments ut <br />order to increase the current Montrose County Specia] Use Permit Area of 9.95 acres for the Gray Pit <br /># 1 site [o a total of 23.75 acres_ f lard Rock Paving & Redi ivGs is the site operator for i~Ir. Gray and <br />due to a very high b~tontrose area market demand Eor construction materials, has developed the current <br />Montrose County Special Use Perrnit area of 9.95 acres to dre point where the current 2005 mining <br />limit is approaching the northern permit boundary line. (lard Rock has requested that b[r. Gray <br />expand the pezmit area further to the north in order to full}' exploit the gravel deposits at the site and <br />provide room and additional topsoil for reclamation activities. The south and central areas of dte site <br />have been mined and the remaining gravel reserves at the site are located generally to the north- <br />northeast :9s part of the proposed site expansion, reclamation in the west and central areas will be <br />concurrent with the muilng ut the expansion area. <br />Regarding the Scare of Colorado DMG permit Eor the site, an amendment was made in <br />January 2004 to the Origittal Db1G (110) Reclamation Permit (# M-2002-057, original total area of <br />9.95 acres) converting the site to a DMG Regular (112) Reclamation Permit (#M-2003-092) that <br />increased the permit area (rhe DrbIG Permit,~lrea) of the Gray Pit # 1 by an additional 8.50 acres to a <br />total area of 18.45 acres. This proposed expansion area would allow for Full and complete access to dte <br />remaining gravel reserves a[ the site. r\n additional 5.30 acres is proposed to be added to the DMG <br />Permit Area. The 5.30 a¢e area will be used as part of the reclamation activities at the site as it tops <br />the ridgeline and will allow Eor a more contoured reclamation without any rermtant high-wall segments <br />or overly sleep redauned slopes. The two additional DhIG Perini[ areas total 13.80 aces and would <br />increase the total pernut area from the current 9.95 acres to 23-75 acres. The State of Colorado <br />currently holds a reclamation bond Eor the site in the amount of $ 28,125.00 for 18.41 acres. <br />We look forward to discussing this application with you at the nearest opportunity available <br />as your hearing schedule allows.
