mineral deposit of limestone used for construction purposes, coal, sand, gravel,
and quarry aggregate, for which extraction by an extractor is or will be
commercially feasible and regarding which it can be demonstrated by economic
or strategic value to the area, state, or nation. While this statute specifically
applies to counties with more than 65,000 inhabitants, the rationale applies to
Montrose County as well. General Goal #4 of the Uncompaghre Valley Master
Plan adopted June 28,1988 is to "Enhance economic well-being and opportunities
for local citizens by developing a sound economic base; encouraging
diversification of the local economy; and ensuring that growth and development .
pay their own way. The Special use sought with this application allows for access
to construction materials vital to the public welfare of Montrose Couni in a
location and by a process that minimized the negative impacts that may be
associated with such operations.
f) This special use is planned for a parcel of agricultural land for which such uses
are considered extraordinary but not specifically prohibited.
g) The applicant has willingly forwarded to the County all pertinent technical
information and has paid all fees levied by the County for application processing
and review.
