Permit Number 37 for bank stabilization aciivrdes at tbe Thomas Pit project area. <br />The project is located on the Animas River, within Sections 25 and 36, Township 37 North, <br />Range 9 West, La Plata County, Colorado. A project location map is enclosed. <br />We have reviewed the information provided, and request the following information in <br />order to complete our evaluation of the proposed activities: <br />1. Given the depth of the proposed gravel pit and its proximity to the Animas <br />River, an independent third-party review of the proposed bank stabilization plans must be <br />conducted and submitted to this office. The third-party evaluation must be conducted by a <br />person with expertise in fluvial geomorphology. The evaluation should address the effects <br />(if any) of the proposed bank work on velocities through this reach of the river, the <br />adequacy of the bank stabilization design to withstand a 100-year event; and potential effects <br />of bank failure on river channel geometry and stability, and on property in the vicinity of <br />the project. <br />2. A detailed revegetation plan, including plant list, application rates, and <br />temporary irrigation must be provided. The percentage of topsoil (relative to the total <br />material) to be placed between the concrete blocks, as well as soil compaction methods, <br />must be specified to ensure that willow plantings will be successful. <br />Please provide the required information by Tune 3, 2002. If we have not received <br />the information by that date, the permit application wil(be considered withdrawn. This <br />action would not preclude the filing of a new application for the proposed work.
