Following the Colorado Mined Land Reclamation Boards (CMLRB] <br />approval of the 112 Permit Application, CDMG issued Mining and Reclamation Permit <br />(112 Permit) No. M-99-002 by letter dated June 16, 1999. The purpose of this letter is <br />to make applicaticn for a Technical Revision to the 112 Permit as is required in the Rider <br />to Mining Permit Stipulations and Conditions No. 1. The original and two copies of this <br />Application for Technical Revision are included in tfiis transmitxal. <br />Stipulation No. 1 of the 112 Permit requires American Soda to file a Technical Revision to <br />the 112 Permit once all of the required ambient groundwater data has been accumulated. <br />The purpose of this Technical Revision is to incorporate into the Reclamation Permit <br />ambient groundwater data and permit conditions protective of groundwater. <br />The proposed permit conditions protective of groundwater are attached hereto as <br />Attachment 1. All the required ambient groundwater quality data which has been <br />collected through implementation of the groundwater characterization plan by American <br />Soda is attached hereto as Attachment 2. This data has been provided to the Division as <br />it was accumulated and not at the end of the data gathering period. It is American Soda's <br />understanding that the Division has disseminated this data to the parties to the permit <br />applicaTion process, thereby assuring that interested parties have had an adequate <br />opportunity to evaluate the data. American Soda has followed the Public Notice <br />procedures of Rule 1.6.2 and Rule 1.6.3 of the Rider to Mining Permit as set forth in <br />Attachments 3, 4, 5 and 6.
