(Page 2) <br />MINE ID # OR PROSPECTING ID #M-1980-136 <br />INSPECTION DATE 7/30/02 <br />INSPECTOR'S INITIALS GRM <br />This inspection was conducted as part of the normal monitoring program of the Colorado Division of Minerals and Geology <br />and a Technical Revision(TR-01) request. Also pending is a partial release request for Area "A". The Chambers Pit is an <br />active 112c permitted site loceted west of the Eagle County Fair Grounds in Eagle, Colorado. The inspector was accompanied <br />by operator representative Darrell Ewing: <br />The mine identification sign and affected area boundary markers are in place and in compliance with Rule 3.1.12. The mine <br />identification sign is located next to the scale house. The scale house is unique in that it is several hundred yards from the <br />gated entrance to the permitted area. Although a sign is present, it would be more appropriate at the gate enVance. This issue <br />is not being Ifsted as a problem, but DMG staff request either an additional sign meeting the requirements be placed at the <br />actual pit entrance or move the one at the scale house to this location. Permit boundary markers are fence lines and natural <br />borders that are easily identifiable: <br />Noxious and/or problematic weed infestation was observed within the affected area. The infestation, 'rf not controlled, will most <br />likely hinder and/or delay successful reclamation of this site and contribute to off-site spreading and establishment of these <br />weeds. A weed control plan developed in consultation with, and approved by, the appropriate local weed control authority must <br />be submitted as a technical revision to this permit. Weed infestation is noted as a problem, with the corrective action(s) and <br />corcection date specified on the last page of this report. Significant progress toward control of on-site weeds must be <br />demonstrated within three years to avoid potential Board action. A copy of this report will be sent to the appropriate weed <br />control authority for this area. Spec'rficelly, Canadian Thistle is noted in reclaimed areas, as well as in the new "D" area. <br />No sign'rficant erosional features were noted on the affected areas of the site. All stortnwater measures appear to be twntaining <br />run on/ off to the site. <br />Area "A" was reclaimed in 1999 / 2000. The plan called for fuming much of the area into a parking lot for the Eagle County <br />Fairgrounds Complex. The larger portion of the area is compacted base coarse materials free of weeds and debris. The areas <br />around the parking lot have been vegetated with wheatgrasses, sagebrush and rabbit brush primarily. Existing cottonwoods <br />are in good health. The area along the south edge has picnic tables and Frisbee golf stations. Slopes on the north portion <br />are a minimum of 3h:iv. Grasses ihdude western and slender wheatgrasses that have established very well with <br />approximately 80% coverage. This 12 acre area is ready for release. <br />The operator requested an opinion on Area "B" for possible release. This area is located at the far west side of the permitted <br />area adjacent to the Zogg area that has just been released. All grading and sloping meet the reclamation requirements. The <br />revegetation efforts to date are sparse and a second seeding is going to be necessary. Some wheatgrasses have started to <br />take hold but are very low in density. This area is not ready for release, but all earthwork has been completed and will be <br />reflected in the new bond calculations for the site. According to the operator's representative, Eagle County has requested <br />that the current access road be left as lt affords the only back entry to residences along the north bank of the river. Staff has <br />no problem with this but the permit should reflect the road being left in place. The operator should obtain a letter from the <br />county stating this desire and a technical revision should be done to the Reclamation Plan noting the change. <br />Topsoil stockpiles will be pushed back with the opening of area "D" . As a reminder topsoil must be protected from erosion <br />if left in place for more than one year. Vegetation on the existing piles is very thin but not listed as a problem due to its <br />impeding relocation. <br />The new reclamation bond will be sent as soon as possible. The estimate will reflect a release of Area "A", addition of Area <br />"D" ,earthwork completed in Area "B" and curcent conditions in the plant area. <br />No other issues were noted at this time. <br />
