EXHIBIT E <br />Reclamation Plan <br />The original reclamation plan called for the area to be reclaimed as agricultural lands. Since the <br />original perrnit the property owner, Eagle County, has developed a "Master Plan" for this site <br />and the adjoining fairgrounds complex. As such, Eagle County has requested that the site be <br />regarded according to the Master Plan and in the case of Area A, that the azea be reclaimed as a <br />pazking facility. Documentation of this requested change and Eagle County's acceptance of <br />Area A being reclaimed to their satisfaction is found at the end of this narrative. <br />For the remaining active mining area, Eagle County has requested that the final landform be <br />"shaped" in a manner that conforms to their Master Plan for this area. Information on this is <br />contained in the Fourth Amendment to Sand and Gravel Mining Lease between Eagle County <br />and Lafarge (attached to this document) on page 2, pazagraph D "The Lessor created a Master <br />Plan regarding recreational expansion in the fairgrounds around the leased premises, and of <br />which the leased premises are a part. Lessor desires the final grades and contouring of the <br />leased premises, upon completing reclamation required by the Existing Lease (as hereby <br />amended), conform to the Master Plan." However, other than specific contouring of the <br />reclaimed surface, Lafarge is to reclaim the lands as agricultural or grass lands according to the <br />original permit. Information on this is contained in the Fourth Amendment to Sand and Gravel <br />Mining Lease between Eagle County and Lafarge (attached to this document) on page 3, <br />pazagraph E "Area D will be reclaimed as an agricultural area consistent with the current status <br />of the land and in accordance with the Special Use Permit for Area D, ...". <br />Reclamation Measures/Materials Handling <br />Mining is presently ending in the eastern portion of Area B and beginning in the western portion <br />of Area D. Mining is progressing from the west toward the east. When possible, reclamation <br />begins as soon as mining is completed. However, as Area D represents the final phase of <br />mining, reclamation of the processing plant portion (floor area) of Area B will not commence <br />until all of the mining of Area D is complete. Reclamation of the slope on the northern limits of <br />Areas B and D will commence as soon as mining has progressed eastward a sufficient distance to <br />allow placement of the 3:1 backfill slope in a safe manner. The delaying of reclamation of the <br />process plan azea of Area B will allow Lafazge to use the existing plant site and facilities. Upon <br />completion of the mining of Area D, reclamation will be completed for Area D and the floor <br />portion of Area B according to the Master Plan and the current lease. <br />Topsoiling <br />The top 2 to 6 inches of soil on the property is classified as topsoil. This layer includes the root <br />zone of grasses and crops, which will be stripped and stockpiled separately. By using concurrent <br />reclamation techniques, the topsoil is not expected to remain in stockpiles for more than 1 to 2 <br />years. If the stockpile remains more than one growing season, it will be seeded with a fast <br />growing vegetative cover to prevent erosion. All topsoil will be retained on-site to reclaim the <br />
