This Technical Revision is <br />intended to fulfill the Corrective Action requested in the Inspection Report and to provide the <br />basis for DMG to calculate the additional bonding amount required to cover future reclamation <br />of the lay down and parking area. <br />The subject area was cleared and graded in mid,January, 2000 to provide both additional lay <br />down area for construction equipment and materials and temporary parking for the <br />construction workforce. The vast majority of this cleared area overlaps with the southern <br />portion of the conditionally approved evaporation pond footprint discussed in the Reclamation <br />Permit Application (refer to Section D.2.4.1, page D-6 and Figure D-2J. The total surface <br />disturbance area of the evaporation pond would be 23 acres if built. However, at this time, the <br />pond itself is not proposed for construction. Thus, the lay down antl parking area occupies the <br />southern half of the evaporation pond area. The northern half of the pond area has not been <br />cleared or disturbed to date and no disturbance of that area is proposed at this time. <br />In terms of work completed to date, the lay down and parking area was cleared of its natural <br />vegetation and graded nearly level. Topsoil from the lay down and parking area was salvaged <br />and placed on the Piceance Site topsoil pile observed during the January 20, 2000 inspection. <br />The volume of topsoil salvaged was approximately 9,270 cubic yards. A portion of the lay down <br />area is being used for stockpiling excess cut material from the Piceance Site plant facilities. At <br />the conclusion of construction, this material will be spread and graded over the lay down and <br />parking area, the topsoil would then be replaced, and revegetation would then follow. It is <br />important to note that the surface of the lay down and parking area was graded and compacted <br />to provide a stable surface for parking and lay down purposes, but was not graveled or paved. <br />As a result, this area will be relative)y easy to reclaim following completion of construction of the <br />Piceance Site facilities in the fall of 2000.
