Cattany
Maybell, CO 81640 Division Director
Natural Resource Trustee
Re: Juniper Quarry, Permit No. M-1982-141, Amendment Application AM-01, Initial Bond Calculations and
Extension of Decision Date.
Dear Mr. Steele:
Staff has completed the review of the above referenced amendment to add in a n additional 25.7 acres to the
current permit. The final requirement is to set a bond for the reclamation liability. Staff did two separate
calculations one for the current permit and one for the amendment area.
Bond calculations for the current permit area show that the $45,750.00 bond is sufficient to cover reclamation
liabilities. Basically, the credit for some areas reclaimed offsets any inflationary increases.
The amendment bond calculations are attached for Moffat Limestone review. The two biggest tasks are reductions
of slopes back to 2:1 or better and revegetation. The slope calculations are based on a total linear slope length of
1950 feet on three sides in Phase 1, 2 and 3 and an average highwall height of 25 feet. Revegetation is based on
13.37 total acres in Phase 1, 2 and 3 plus the road prior to any reclamation efforts planned by Moffat Limestone.
Seeding is based on BLM approved seed mix for the area. Please review the calculations carefully and report to
staff immediately any discrepancies or errors. These are initial calculations and can be adjusted if warranted. If
Moffat Limestone accepts the calculations than either written or verbal acceptance needs to be communicated to
staff and the bond will be set at $49,526.00. Given the acreages involved in the original permit and the amendment
area the costs are consistent on a per acre basis.
Per Moffat Limestone's request the Decision Date has been moved from the 14'" of July to the 22nd. This extra
week is to provide time for BLM to reach a decision on a visual impact issue that may have a negative impact on
this application should the DMG issue final approval. Please keep staff informed as to BLM progress in this matter.
If you need additional information, please contact me at the Division of Minerals and Geology, Grand Junction Field
Office, 101 S. 3rd St., Suite 301, Grand Junction, Colorado 81501, telephone no. 970.241.1117.
Sincerely,
G.
