As you are aware, I have been working with Chris Pauley to arrive at a technical
agreement that Mr. Pauley, Mr. Anderson, and Mr. Varm discussed with the Bliss's and Dean Anderson
at a December 13, 2004 meeting. Mr. Pauley specifically discussed the constmction of a small earthen
berm on the Bliss's property to prevent the inundation of the Bliss's buildings that will result from the
increased water surface water caused by the illegal berm constructed by Mr. Vaasa.
Mr. Pauley has now submitted an alternative to the interim mitigation plan [hat includes the removal of a
portion of the illegal berm on Mr. Varra's property. Mr. Pauley has not presented any technical
information supporting this last minute change in the interim mitigation plan. While Mr. Pauley's
attachment B shows a reduction of one foot in [he 100 year water surface elevation, Mr. Pauley has not
presented any documentation indicating how this result was obtained and if this upstream water level
reduction will result in a water surface elevation at or below the existing FEMA 100 year flood plain
elevation, In addition, the proposed mitigation altemative does not reflect any necessary erosion control
measures.
Due to this abrupt change in the interim mitigation plan and insufficient technical documentation, I cannot
effectively evaluate the proposal and advise the Bliss's if this interim mitigation plan will reduce the 100
year flood elevations back to the level established by FEMA.
Sincerely,
Leaf Engineering, Inc.,
~dm~,m.
G o ~q .
Forrest Leaf, P.E.
cc: Mike Bliss
Water Rights • Hydrology • Hydraulics • Water Quality
E:\LeaflBliss\Engineering\Correspondence\Schriener Permit Request Itr3 OS 03 007.doc
1
