T ` <br />Shatters Crossing Quarry Petition to Amend ODP: 6ctend Allowable timeframe to complete Mining <br />d) Visibility & Remediation <br />Present condition is a quarry with a high visibility scar. It is proposed that this scar is repaired by <br />completing the quarrying part of the operation and providing the proper and correct reclamation. <br />This includes implementing final pit limits on the highwall in accordance with current rock <br />mechanics stability analysis conducted by Brierly Associates and attached to the Geological <br />Report, and contoudng and sculpting the final slope design in order to render a more natural <br />feature consistent with the other naturally occuning rocky outcrops and slopes in the area. <br />Such an improvement will have a dual effect: both from a visibility standpoint where the traffic <br />from the South West is currently looking directly at the un-reclaimed highwall. Our solution would <br />serve to reduce the visible impact of this approach to the point where the public would instead be <br />looking directly at grassy slopes, re-vegetated landscapes and craggy knolls consistent with the <br />local topography. The approach from the North-east is currently significantly less obtrusive. <br />Recently adopted standards within Jefferson County for the SH 285 Corridor Development Plan <br />call fora 100 foot easemerrt/ limit and 35% open space within a development. Our proposed <br />ambndment will meet these standards, and while not changing the fundamental use of the <br />property following excavation, seeks only to allow us sufficient time to complete the excavation <br />in a sensible and responsible manner. <br />The amendment will allow for a far more visually appealing, safer and more geomechanically <br />4ound final design of reclaimed property following the extraction of all reasonably available <br />commercial aggregate from the property as stipulated under the existing ODP. The amendment <br />will also allow a more accessible ultimate land use by and through a more accurate delineation <br />of final pit limits. Currently the final footprint following completion of extraction of resources at <br />the quarry location is restrictive and does not allow for safe excavation practices, suitable egress <br />for emergency fire equipment and adequate building envelopes as prescribed in the ODP <br />JC 00643 <br />PetersonlElk Creek <br />
