<br />(b) When Lhe discharge for which an
<br />allernaLive test procedure Is proposed
<br />occurs wlLhin a Slate having a permit
<br />pr gram approved pursuant Lo section
<br />402 of Lhe Act, Lhe applicant shall
<br />su}Imit his appllcatlon to the Regional

<br />(c) Unless and until printed appllca-
