~ i !
SURFACE WATER AND GROUND WATER CONTAINMENT PLAN
RELATED TO POTENTIAL CONTAMINANT MIGRATION
FROM THE TAILINGS AREA, SAN LUIS GOLD PROJECT,
' COSTILLA COUNTY, COLORADO
INTRODUCTION
Pursuant to the Notice of Violation and Order, dated May 28, 1992, the Colorado Mined Land
' Reclamation Division (CMLRD) issued an Abatement Plan, of which Abatement Requirement
No. 6 requires Battle Mountain to "develop and submit a tailings effluent leakage interception,
' containment and treatment plan, to be implemented in the event of contaminant migration from
the tailings area". This document has been prepared to address this requirement In addition,
' this proposed plan incorporates by reference the Emergency Response Plan for the San Luis
facility, which is Appendix M to CMLRD Permit No. M-88-1 l2.
1
' There are two potential pathways for tailings effluent leakage to escape the tailings facility;
ground water flow and surface water flow. Based on these two potential patlways, Battle
' Mountain is proposing a containment and remediation plan for either eventuality. This document
describes a phased approach to developing the ground water portion of the containment plan.
t As described below, during the first phase, information about the aquifer's hydraulic
characteristics will be collected pursuant to Battle Mountain's modified ground water monitoring
' plan. During the second phase, this information will be incorporated with existing data and used
to determine additional well placement, if any. The surface flow containment portion of this
' plan describes a general approach to surface flow containment and will be implemented, based
on site-specific characteristics of any surface leakage. /
' The following sections describe Battle Mountain's proposed plan to contain and remediate any
' potential tailings efFluent leakage.
' -1-
