~ i ! <br />SURFACE WATER AND GROUND WATER CONTAINMENT PLAN <br />RELATED TO POTENTIAL CONTAMINANT MIGRATION <br />FROM THE TAILINGS AREA, SAN LUIS GOLD PROJECT, <br />' COSTILLA COUNTY, COLORADO <br />INTRODUCTION <br />Pursuant to the Notice of Violation and Order, dated May 28, 1992, the Colorado Mined Land <br />' Reclamation Division (CMLRD) issued an Abatement Plan, of which Abatement Requirement <br />No. 6 requires Battle Mountain to "develop and submit a tailings effluent leakage interception, <br />' containment and treatment plan, to be implemented in the event of contaminant migration from <br />the tailings area". This document has been prepared to address this requirement In addition, <br />' this proposed plan incorporates by reference the Emergency Response Plan for the San Luis <br />facility, which is Appendix M to CMLRD Permit No. M-88-1 l2. <br />1 <br />' There are two potential pathways for tailings effluent leakage to escape the tailings facility; <br />ground water flow and surface water flow. Based on these two potential patlways, Battle <br />' Mountain is proposing a containment and remediation plan for either eventuality. This document <br />describes a phased approach to developing the ground water portion of the containment plan. <br />t As described below, during the first phase, information about the aquifer's hydraulic <br />characteristics will be collected pursuant to Battle Mountain's modified ground water monitoring <br />' plan. During the second phase, this information will be incorporated with existing data and used <br />to determine additional well placement, if any. The surface flow containment portion of this <br />' plan describes a general approach to surface flow containment and will be implemented, based <br />on site-specific characteristics of any surface leakage. / <br />' The following sections describe Battle Mountain's proposed plan to contain and remediate any <br />' potential tailings efFluent leakage. <br />' -1- <br /> <br />
