_ ~ = Western Water & Land, ~ ~
April 16, 2004
Mr. Steve Shuey /
Colorado Division of Minerals and Geoiogyi/
Departrnent of Natural Resources
Grand Junction Field Office
=~.,z
~~„_

101 South Thvd Street, Room 30l
Grand Junction, CO 81501
RE: Response to Logan Wash Mine (" Permit M-77-424) Technical Revision No. 4 Portal Seal _
Evaluation
Deaz Steve:
Western Water & Land, Inc. (W WL), agent for Glenn Springs Holdings, Ina (GSFII) and Occidental
Oil Shale, Inc. (OOSI), has prepared this letter in response to the Division of Minerals and Geology
(DMG) letter of April 15, 2004 which contains a review of W WL's response (Apri19"', 2004) to
DMG's response to Technical Revision No. 4 (TTt No. 4) concerning the Research Mine pond seal.
DMG agrees to the monitoring period of April to December to be suspended each year after the head
has peaked and subsided to zero. Monitoring is to resume in any given year should conditions occw
that could reasonably result in a significant increase of mine pool head behind the Research Mine portal
seal.
DMG futther states that OOSI either 1) demonstrate that no near term short circuiting from the mine
pool to the surface is or will occw during the portal seal monitoring period; 2) a monitoring plan that
will result in a positive identification of mine pool discharge, should it occur, or 3) a demonstration that
the mine pool water meets or exceeds the CDPS discharge permit standards.
Due to ow current work schedule, W WI, requests a 30day extension to further evaluate the above
potential requirements, or propose an alternative monitoring activity. W WL has implemented the head
monitoring program at the Research Mine portal and will continue to monitor the head on a weekly
basis through the extension period and as agreed in the second paragraph above.
If you have any questions or comments, please contact me at 970-242-0170.
sincerely,
~--.~ ,B ,~?~
Bruce D.
