EXHIBIT D
Mining Plan
Lafarge `vVest, Inc. proposes to mine the River Valley Resource site in Routt County, Colorado.
The City of Steamboat Springs lies a few miles north of the property. The site is to the north and
east of the Yampa River on the east side of State Highway 131 and west of Highway 40.
Sand ancg gravel will be the primary product produced from the River Valley Resource site. The
principal intended use for the sand and gravel is for construction aggregates. Permitted mining
operations are located northwest of the proposed site, to the west of State Highway 131. The
dominant non-mining land use surrounding the property is agriculture.
Borehole: drilling and testing has verified that the River Valley Resource site contains a
significant commercial deposit of sand and gravel. The depth of the topsoil and overburden
averages approximately 4.0 feet over the entire site. The volume of overburden removed is
expected to total approximately 587,253 cubic yards. The depth of the aggregate material
averages approximately 27 feet.
The permit boundary will encompass approximately 128.26 acres with approximately 91 acres
being mined. The remaining area will consist of setbacks, access road, and undisturbed wetland
areas. Fences located within the proposed permit boundary may be removed during the mining
process.
Mine Phasine
Lafarge anticipates mining and reclaiming the River Valley Resource site in approximately 13 to
15 years.. However, the rate of mining and overall life of the mine is dependent on several factors
including; product demand.
Since approximately 91 acres will eventually be mined on the site, mining in phases will limit
the area of disturbance at any one time (see the Pre-Mining/Mining Plan Map, Exhibit C). The
River V~dley Resource site will be mined in 5 phases. The following is the approximate acreage
and time for mining each phase:

Mining Phase Area
Acres Time for Mining
Years
1 24 3
2 20 3
3 11 2
4 18 3
5 10 2
6 8 1
TOTAL 91 13-15
River Vnl(ey Resource
OMC (/2 Permit Amendment
Pnge 4
