<br />~~~ <br />CORER <br />Summary of Technical Revision <br />Cotter Corporation is the Lessee of the U.S. Department of Energy uranium reserve lease block <br />C-SM-18 and holder of a current Colorado Division of Minerals and Geology mine reclamation <br />permit No, M-1978-116 covering portions of land in sections 21, 22, 27, and 28, T.48N, R.17W., <br />NMPM in Montrose, County, Colorado on Spring Creek Mesa. Furthermore, Cotter Corporation <br />owns 14 patented mining claims adjoining the west side of the lease block. <br />Permit No. M-1978-116 encompasses a total of 14.9 acres of the leased land, mostly in the S W'/a <br />Section 22, permitted for mine site surface facilities: waste rock dump, ore storage, portal, <br />buildings, roads, evaporation ponds, and ventilation bore holes. During past mining on the lease <br />block, Cotter's surface disturbance consisted of only 8.71 acres at the SM-18 Mine portal area in <br />SW'/< Section 22, and a ventilation hole in NW%< Section 27. <br />Cotter's request for the Technical Revision to the above captioned permit is to delete 5.0 acres of <br />the 6.19 undisturbed permitted acreage (mostly in the S''/z section 22 and N%z Section 27) and add <br />5.0 acres in the S W'/< of Section 27. This change is for surface facilities (mainly waste rock and <br />temporary ore storage) near the Wright Mine portal and a possible future ventilation hole on the <br />Cotter-owned patented claims and a ventilation hole on the D.O.E. uranium reserve land. This <br />will allow Cotter a more efficient way to mine the reserves on the south part of the Lease Block <br />than continued use (and waste dump expansion) of the SM-18 portal would. <br />Since the use and type of disturbance of the land in this proposed acreage exchange is the same <br />as the original permitted use, the reclamation plan and activities will remain essentially the same <br />(or the new acreage. <br />DW/tlm <br />TR SM-18 <br />Cotter Corporation -West Slope Operations Telephone (970) 864-7347 <br />P.O.
