Issues 2 through 4 of that request <br />have been answered to staff's satisfaction and will be clarify some tasks in the bond calculations. <br />However one issue remains that must be clarified for the final bond to be finished. <br />In response to Issue 1 it is stated, "that tree and shrub clumps can be seen on Maps F-1 and F-2." <br />Map F-1 is a full size map and clearly shows "existing undisturbed cottonwoods and willows. It <br />also shows sapling /cutting clumps. However, reclamation plan text states "Cottonwood <br />tubelings will also be sparsely planted here and there but no closer than 100 feet from a clump of <br />other cottonwood. Staff needs clarification on how many cottonwood tree tubelings will be <br />planted. "Sparsely here and there" is not a quantitative number that can be calculated. The map <br />does not differentiate sapling /cuttings (willow, sumac and buffalo berry) from tubelings <br />lcottonwoods). Please clarify how many cottonwood trees will be planted and the acceptable <br />survival rate of those plantings. <br />Secondly, please be aware that the Map F-2 received with the application is a shrunk copy of an <br />original map. The scale noted of 1 "= 100' is incorrect. Concurrently, the clarity of the map is <br />insufficient to be of much use.
