The <br /> intent of this memorandum is to address the objections of the City <br /> of Boulder through technical and regulatory analysis . The City of <br /> Boulder states in the letter dated 4/22/97 that their objections <br /> "fall roughly into three categories : 1) The general pattern of <br /> digression away from the original intent of the reclamation plan <br /> for the Deepe Farm Pit mining site; 2) the impacts of the proposed <br /> reclamation amendment on City of Boulder Open Space properties; <br /> and, 3) the floodplain implications of the proposed amendment . " <br /> Each of these objections categories are analyzed separately below. <br /> ISSUE # 3 <br /> Digression from Original Reclamation Plan Intent <br /> Quotes pertinent to the City of Boulder' s concerns in this regard, <br /> from the letter dated 4/22/97 : <br /> . . .the City of Boulder is struck by the total disregard for <br /> previous reclamation commitments that the proposed amendment <br /> reflects. Substantially lower land grades, reduced surface <br /> water levels, and a demonstrated general lack of concern for <br /> impacts on neighboring land interests all suggest a change in <br /> the reclamation goals for the Deepe Farm Pit from one of <br /> wildlife protection and agriculture purposes to reclamation <br /> goals which are more suited to future land development <br /> purposes. <br /> We only hope the Colorado Division of Minerals and Geology <br /> (DMG) recognizes that the credibility of future commitments to <br /> mining reclamation standards, and the willingness of local <br /> governments to grant future mining permits, depends on the <br /> reliability of previous reclamation plans . <br />
