EXHIBIT B <br />Site Description <br />This site has been in operation since 1988 and is located on open range on a break in the flat area <br />just above Horse Creek Valley. The original permitted pit was for 4 acres and as such mining at <br />the prese~rt time is reaching the outer boundary on the east and south sides of the pit causing <br />mining to go deeper to extract the material. <br />Vegetation in the area is sparse at best and is a combination of Buffalo and gamma grass with <br />some blue sage, yucca and rabbit brush. There aze no man made structures within 200 feet of the <br />operation, and the Smith Cattle Ranch owns all land within two hundred feet of the operation. <br />Topsoil is thin at 6 to 8 inches, with gravel appearing at the surface. The entire azea is open <br />rangeland and is used to gaze cattle. <br />EXHIBIT C <br />Mining Plan <br />The operation will continue to remove sand and gravel for use in road maintenance within <br />Lincoln County and mining in the new area will be in a northern to northwestern direction with <br />topsoil being salvaged and stocked piled, along with any overburden although overburden <br />appears to be very light and has not been contacted in great a amount during the operation thus <br />far. Topsoil runs at a shallow depth of 6 to 8 inches and will continue to be stockpiled. Water will <br />not be used in this operation nor should any ground water be contacted. No chemicals will be <br />used at any time. This operation will be active but used less than 180 days per year. Other <br />information is contained in the original permit along with a technical revision which is dated <br />January 10,2000, regarding topsoil replacement. <br />EXHIBIT D <br />Reclamation Plan <br />The reclamation plan along with the technical revision is part of the original permit, as well as a <br />performance warranty. <br />EXHIBIT F <br />Other Permits <br />An A.P.E.N. is in effect and expires August i, 2006 #O1LIO736F a copy included. <br />EXHIBIT H <br />There are not town located within two miles of this operation. <br />EXHIBIT L <br />There are no man made structures within 200 feet of this operation. <br />
