Russell Means, Environmental Protection Specialist
State of Colorado, Division of Minerals and Geology
Grand Junction Field Office
101 South Third Street, Room 301
Grand Junction, CO 81501
Re: Lumsden Canyon P~Permit No. M-1983- 6 % IP-
Dear Mr. Means,
Division of Ieclamation,
Mining and Safety
RECEIVED
AUG 2 3 2006
GRAND JUp TS8N1 ~ OFFICE
RECLAMATION MINING & SAFETY
This letter serves as a formal request to amend the Reclamation Plan for the above stated gravel
pit and to the July 22, 1996 technical edit of said plan. As you know, Mesa County is pursuing
the fee acquisition of the BLM land where this gravel pit is located in order to relocate the Mesa
County Landfill Transfer Station, the Gateway Road and Bridge shop and possibly other key
county offices and departments. It is our goal to obtain a full release of the DMG permit as soon
as possible, as no further excavation will be performed at this site.
It appears from your August 19, 2005 observation notes of the Lumsden Pit, most of the
permitted area has already been reclaimed to a point where a partial release could be obtained. If
I understand the full extent of the reclamation plan, the remaining area that needs to be reclaimed
is the "pit floor." Prior to asking for a full and/or partial release, Mesa County respectfully
requests the following proposed amendments:
Seeding and contouring Mesa County proposes to remove all provisions relating to
the placement of topsoil, ripping along the contours and seeding of the "pit floor." Rather, Mesa
County will contour the site to accommodate the proposed development as well as continue to
remove all knapweed located on the site.
4uarry Access Road: Mesa County proposes not to close, rip, and seed the access
road but keep it open for the use of the proposed development. Mesa County further requests to
remove the provisions the road is to be blocked with boulders, fence posts and other appropriate
means. When this area is developed, access to the site will be made by the public, therefore,
Mesa County will improve the road to meet these needs.
Removal of remainine stockpile: Mesa County intends to remove most of the
stockpile from the site as soon as possible, therefore, little or none of the stockpile will be graded
into the property.
