INTRODUCTION <br />Agile Stone Systems' Pazkdale Project application (M-1997-54) was found complete and <br />considered filed with the Division on July 8, 1997. The original application, and this <br />amendment, both propose surface mining of gavel, quarried granite aggregate and quarried <br />sandstone at a site located 10 miles west of Canon City, Colorado, in an azea just upstream of the <br />confluence of the Arkansas River and Tallahassee Creek. The project area is adjacent to the <br />Union Pacific Railroad (UPRR) which runs along the north side of the river channel. This <br />amendment proposes to change the mining and reclamation plans for both the sand and gravel <br />mine and the granite quarry. <br />On behalf of Front Range Aggregates, Applegate Group, Inc. (Applegate), has prepared this <br />report to amend the Regular (112) Mining and Reclamation Permit (M-1997-54). The mining <br />and reclamation plans for the granite quarry were prepared by Lyman Henn, Inc. (Lyman Henn). <br />This amendment was prepared in compliance with the Rules and Regulations established by the <br />State of Colorado through the Mined Land Reclamation Act, the Division of Reclamation, <br />Mining and Safety (DBMS), and the Mined Land Reclamation Board (Board). <br />SANDSTONE QUARRY <br />The existing permit contains a 3-acre sandstone quarry, located on the north side of Tallahassee <br />Creek. This amendment does not affect or propose to change any mining or reclamation <br />regarding the sandstone quarry. <br />SAND AND GRAVEL <br />The original permit proposed mining 54.8 acres within the 100-acre mining limit located <br />between the river and Tallahassee Creek. The processing plant was to be established 8 feet <br />below the existing ground elevation but mining was to occur to the east and west of the <br />processing plant. This amendment proposes to expand the gravel mining limit to a proposed <br />112-acre gravel extraction area, including the processing plant area. The original permit <br />proposed a reclamation plan of open space and dry land pasture. This amendment proposes to <br />reclaim the sand and gravel mining area as a dry hole sealed with a clay liner and 3H:1 V sloped <br />embanlanents. The hole will be built with a clay liner designed to meet the criteria for a lined <br />water storage vessel. <br />GRANITE QUARRY <br />The existing permit contains a 64.3-acre ganite quarry, located on the opposite side (north) of <br />Tallahassee Creek. The quarry encompasses the southwest side of Cactus Mountain, north of <br />Front Range Aggregates' active gravel mining operation. The original permit proposed a mining <br />depth of elevation 5780 feet and a reclamation plan incorporating wildlife habitat and open <br />space. This amendment proposes a new disturbance limit of approximately 83 acres and a new <br />limit of mining to contain approximately 72.5 acres. This permit amendment will allow Front <br />Range Aggregates to mine to a bottom elevation of 5300 feet above sea level. The final land use <br />for the granite quarry will include an empty reservoir below the elevation of 5800 feet. The <br />granite benches will form the reservoir embankments. The stability and permeability of the <br />granite will be evaluated as mining and reclamation proceed. <br />Fran!
