Dear Ms. Pickford:
The Town of Milliken respectfully requests that the Colorado Mined Land Reclamation Board
consider the following issues during its consideration of the Platte Sand & Gravel's request to
amend permit M-2000-158.
Mining Plan
1. What kind of plan does the operator have in place to resolve issues and to mitigate
impacts that result from the mining operation?
2. The South Platte River Corridor contains some of the area's most valuable wildlife habitat,
How will the proposed operation impact the riparian areas, cottonwood galleries and the
river corridor (i.e. What trees will be removed? How will the operator monitor and care for
existing trees to ensure they survive? What measures will be taken to ensure they receive
sufficient water? What mitigation measures are proposed? The Town is aware that the
river corridor contains Prebles' Meadow Jumping Mouse and Bald Eagle habitat, What
steps has the operator taken to protect these species? Has the Colorado Division of
Wildlife reviewed and commented on the mining plan?
3. The Town is concerned that the applicant has not finalized the Road Maintenance
/ \ ~ Agreement with Weld County. This is a violation of the Annexation and Development
l ~) Agreement that the operator entered into with the Town of Milliken on January 22, 2003.
Further, it is the Town's understanding that the operation has not received final approval
from the Milliken Fire Protection District.
4. What is the applicant's weed management plan?
5. The Town is aware that this site is of historical significance. What measures will be taken
to protect the petroglyphs and other sensitive historical features in the area?
