'" '' Aggregate Induetdea - WCR, Ittc. <br />Amendment Nol - Jetonimw Ptopetty <br />Permit # M-99-034 <br />Upon the recommendation of the Water Quality Control Division, I request that the Division of <br />Minerals and Geology request asite-specific review of the applicant's discharge permit from the <br />Water Quality Cortaro[ Division for consideration ofpas[, current, and potential future gmurtd- <br />water contamination from organic chemicals attributed to historical waste disposal practices at <br />the Rocky Mountain Arsenal According to the Tri-County Health Department, the majority of <br />offpost coroa..,ination is found izt the shallow, u~onfined aquifer into which the app&cant will <br />be mining. The Henderson area, among others, was identified as containing high levels of <br />dusopropyhnethylphosphonate (DIMP), a chemical unique to the Army's manufacture of GB <br />t~rve gas, or saris. This chrss ofsemi-volatile organic wmpounds, though somewhat soluble, <br />tends to adsorb on soil particles. Given the known contaminant plume in this area, excavation <br />activities associated with removal ofaggnegate materials within the Done of water table <br />fluctuation will remobilize contaminartts that had adsorbed on the subsurface alluvial materials. <br />This remobili7ation can produce an immediate threat to human health by ingestion of <br />contaminated drinking water supplies. The potential heahh impacts associated with <br />remobilization ofknown contaminants in this area has not been reviewed by the Water Quality <br />Control Division.
