Cattany <br />DIYISIOr1 DIreCIOf <br />Natural Resource Trustee <br />The Division of Minerals and Geology (DMG) has reviewed your application to convert the section <br />1101imited impact permit for the Mascot Placer to a section 112 regular permit (conversion revision <br />CN-001). DMG has determined that the following list of issues must be addressed for the CN-001 <br />application to meet minimum requirements for approval. Reference is made in the following list to <br />written comments on CN-001 that were received by the DMG during the public comment period for <br />the application. A full set of copies of the written comments received was mailed to you previously. <br />1. Soil and Planting. <br />Referring to the comment letter from Summit County Open Space and Trails Department dated May <br />12, 2004, the concern expressed is that the reclamation plan approved in the CN-001 application <br />include the same requirements for revegetation, grading, and soil amendments as the Alpine Rock <br />reclamation permit (M-1993-035) covering the same acreage as CN-001. The DMG has a longstanding <br />policy against downgrading of previously approved reclamation plans (see enclosed policy memo). <br />Moreover, it is the DMG's considered opinion that cost effecfive reclamation measures agplied at the <br />Mascot Placer will result in a viable stand of vegetation. The terms of §34-32.5-116(4)(q)(Li17, C.R.S. <br />also apply, wherein it is stated that planting is not required on sand and gravel if the nature of the <br />surface would "seriously inhibit plant growth and such condition cannot feasibly be remedied by <br />chemical treatment, fertilization, replacement of overburden, or like measures." Since the mined and <br />regraded dredge piles at Mascot Placer can be feasibly treated to provide for plant growth, although the <br />plant establishment will probably be sparse, at least initially, it is the DMG's position that soil building <br />and planting be required under the reclamation permit. <br />As they may assist you in preparing a soil and vegetation plan for the Mascot Placer, the following are <br />requirements from the Alpine Rock pem3it: <br />Office of Office of Colorado <br />Mined Land Reclamation Active and Inactive Mines Geological Survey <br />
