At the time ofrequest for five yeaz extension ofthe mining <br />permit (Sept. 2002), it was noted that all job tasks concerning highwall removals, road removals, <br />earth and rock haulage, backfilling, grading, equipment removal, seeding, mulching, sediment pond <br />construction, and related storm control structures were completed according to the original closure <br />plan timetable. The five yeaz extension period was requested to continue seeding, mulching, and <br />maintenance operations necessary to result in the development ofadequate ground cover, diversity, <br />and evidence of on site seed production in those areas where vegetative establishment was initiated <br />within the past four seasons. As you know, the azea has been under drought conditions for the past <br />number of yeazs and vegetative establishment has not progressed to the point where bond release <br />would be warranted without additional seeding and mulching. The estimate for final reclamation cost <br />has been calculated to be $114,634.00, to be expended over the next five field seasons. <br />Approximately $25,000.00 will be expended on seed and fertilizer, $30,000.00 on mulching materials, <br />and remainder ($64,634.00) on labor to apply seed and mulch, and for site maintenance to include <br />maintaining storm ditches and related structures, watering tree and shrub seedlings site-wide, and <br />other tasks as directed by G-P Gypsum. Reseeding and mulching operations will be focusing on <br />about 40 acres of the most recently reclaimed land during the next five field seasons, depending on <br />the rate of grass and shrub development, local moisture conditions, and other factors which will be <br />evaluated on a seasonal basis. However, the estimated maintenance work may include site-wide <br />aspects for final reclamation which may be incurred over the entire 100 acre site. <br />
