be altered to allow traffic over the easement; or the permit boundary could be moved <br />to the west edge of the easement. <br />Conclusion: <br />Based on the above, I would recommend the following: <br />1. Amendment approval should be conditioned to require a hydrological <br />investigation and groundwater sampling to determine the hydrologic gradient and <br />the character of groundwater at the site. Provided that investigation shows a <br />gradient toward the Topper wells, the operator should establish a groundwater <br />monitoring plan. <br />2. The maps and text should be revised to unambiguously show where topsoil will <br />be placed. In addition, the maps and text should show unambiguously that mining <br />traffic will be prohibited over the South Adams sewer easement. <br />These recommendations do not represent a complete assessment of the Amendment <br />Application, but only those issues cited above. <br />Cc: Bruce Humphries <br />
