Colorado 80Z I I e~mall'knaflghtOwngh[wate[com <br />~303~ 980-1700 iEL <br />~303~480~1020 FAX <br />October 9, 2002 <br />Mr. Paul Banks <br />Banks and Gesso, LLC <br />720 Kipling, Suite 117 <br />Lakewood, CO 80215 <br />Re: Wetland Delineation for All Rite Paving &Redi-Mix North River Pit Sand and Gravel Mine <br />Amendment Area <br />Dear Paul: <br />This letter report presents the results of a delineation of wetlands and other "waters of the U.S." <br />for the amendment area to All Rite Paving &Redi-Mix's North River Pit Sand and Gravel Mine. <br />The amendment area consists of approximately 60 acres adjacent to the North River Pit Mine <br />permit boundary. The site is located immediately north of the Arkansas River in the W%: of the <br />NE'/a of Section 1, Range 55 West, Township 24 South in Otero County. Figure 1 is a vicinity <br />map of the amendment area. <br />The amendment area is a relatively flat field that has been plowed in the past for agricultural <br />purposes. The Arkansas River runs relatively close to the southeast boundary of the area. An <br />active aggregate mine pit operated by All Rite Paving &Redi-Mix exists northeast of the area, <br />and a lined wastewater lagoon system exists to the north. <br />Wetlands were identified and delineated based on the methods and criteria in the U.S. Army <br />Corps of Engineers Wetlands Delineation Manual (U.S. Department of Army 1987). Based on <br />this manual, wetlands aze areas with positive indicators of wetland vegetation, wetland soils and <br />wetland hydrology. Indicators of all three pazameters must be present for an azea to be <br />considered wetlands, The site was observed on September 26, 2002. Fieldwork included <br />observations of vegetation on the site, digging of soil pits to observe soil conditions and <br />observations of adjacent areas. Conditions were documented on Wetland Data Sheets. <br />The site was also observed for the presence of other `waters of the U.S.," which include ponds, <br />lakes and creek channels. <br />STUDY RESULTS <br />The amendment area consists of an agricultural waste field dominated by weeds. The site was <br />reportedly modified yeazs ago for agricultural purposes. Dominant plant species include Kochia <br />(Kochia scoparium), Russian thistle (Salsola kali), Sunflower (Helianthus spp.), Whitetop <br />(Cardaria draba) and wild licorice (Glycyrrhiza lepidota).
